Unfortunately, incidents like that are moving from the "exception" end of the spectrum to the "rule" end.

The answer to the problem is money and knowledge. When a person is assaulted by one of the low lifes who are willing to take the jobs at the income levels these cities pay the always sue the wrong party.
In every case that Barfly Attorney goes after the City, Town, State, County as the Officers employer. The reason is deeper pockets. The result is the Lawyer gets more pay.
Problem is the Officer is still on the street till the legal wrangling is over and often still.
For that low life to be a cop he must have a Surety Bond. No matter if he pays for it, the union pays for it, or the employer pays for it he must be covered to work.
If the victim makes his claim on that surety bond that officer will be off the street because the Insurance company will require the officer be removed or they will not cover the rest of the department. He will become an unarmed security guard till that case is finished.
Lawyer will be unhappy since he is not needed to make that claim.
