There is a tipping point in resources and public sentiment where evacuation makes more sense than staying and fighting. Personally, I see establishment of foreign safe havens for non-combatants as a smart thing. A last ditch barn turned command bunker is no place to be with your wife and kids.

A half dozen fighters supported by an expat community that lives in relative safety in my opinion might be a much smarter way to go than having a besieged and starved out community that resembles an early 1900s Indian reservation.
