Here's another example of what I'm talking about. This officer's partner should have been keeping him in line. If this is has been his usual attitude, then he should have been reported long ago. Not only does he need to be fired, but he needs to be charged. If I were to threaten to "put lumps on" somebody, I'd definitely be charged, just like if I threatened to put 10 rounds into a non-aggressive person's head, I'd most definitely be charged.
