As long as you don't commit suicide by committing to a defensive position, have places to go with more stuff to use, have allies and grow intel networks you OUGHT to be able to keep ahead of the enemy. Remember: they have a lot of substandard people filling their ranks and they have a LOT to defend. They rely on fear, ruthless special ops, and a LOT of firepower to plug the holes. They also have control of the media which means they have control of mainstream American opinion and thinking. Operating in a simultanious manner with others ought to overwhelm the enemy locally.
