Judging by the provided link to the threat matrix at Scribd you have a number of parementers you can use to avoid being numbered too high I suppose, but as for people like us unless we get a fresh address w/o using real names we're going to be marked pretty high.

Note the yellow highlights signifying potential physical threat... could you actually fight back?

Your "offense" could be marked as a felony no matter what, you have misdemeanors and felonies of any number of code violations.

Your weapons assessment: never buy direct from an licensed dealer of course but even a belief will be marked in the yellow highlights.

The site assessment... um, keep the armed guards out of sight... not, "not present" but out of sight. A rapid deployment force and hidden security cameras helps.

If you exceed 25 points you're getting a swat raid.

If you pissed them off by mouthing off threats from your own computer at your own place-expect a swat raid.

If you pissed them off by mouthing off threats from a public computer with no record of you logging in-expect them to stay pissed but you make a threat you mean it.

Also, SWAT teams expect the action to be at the place they raid, although they have perimeter forces those are typically patrol units. A rapid reaction force from a couple streets away might in theory take out their sniper, hose down the entry team and back up, then roll up the perimeter forces and by the time they figure out something went horribly wrong-for them-you're out of there.
