If we had a constitutional government, then we may have some guarantee of our rights. But we don't have that government.
The constitution has not been followed for 150 years - give or take.
If you really want to guarantee your rights - it will come from the barrel of a gun - A piece of Paper or Hemp in this case can not guarantee anything.
