Text of Rand Paul\'s speech on immigration here. He rejects "a national ID card or mandatory E-Verify system," but otherwise I would have hoped for something better. But, he's running for President, and in any event I doubt he would go along with my "open borders" proposal anyway - after all, no one else does.
