That's where you get into a couple of those scenarios like we saw in Jericho. That's a community defense, not some greedy rancher deciding that he wants five ounces of Gold per cow plus a hundred ounces of silver for the food convoy to travel on his right of way to get water and expecting to play victim with a rallying cry when he does not get it.
