Relevant question, since if they are non-black and non-Muslim, it is clearly a hate crime.
Now here is the other element of that, if they were Black Southern Baptist faithful, then guess what, STILL A HATE CRIME. Yep, religious persecution counts as a hate crime and beheading someone for refusing to convert definitely counts.
