I am going to caution against retaliatory strikes against "rank and file" Muslims who you might find here in the US, unless they go talking shit, then it's all about the street credibility.
The rationale is that from our vantage point, we are not going to be able to tell the diplomats, business people, or critically important military translators from the troublemakers unless the troublemakers are given sufficient leeway to go ahead and identify themselves, for example, those around Dearborn Michigan who were harassing Arab Christians at the Arab festivals, or a few of the outfits around Detroit>
The info I got a while back on the ISIS operatives is they were sending their own representatives to shake down Mosques and Jihad supporters who already had connections to Al Queda or the "more tolerated" Jihadi groups and taking over the Jihad networks and resources among them, with some violence I might ad, but that was all kept hush hush to those on the outside.
Those operatives and representatives had placed a few thousand of their cells around the US, and in the tradition of the underground Al Queda cells, tend to keep their noses clean until they go active. When it came to the Al Queda cells, many of them eventually "flipped" and began informing on other radicals. That's been the strong criticism that the ISIS people had against Al Queda to begin with.
Because they traditionally have loyalty and commitment problems on their own end, the Jihadis are extremely difficult to predict. Some Imam puts out word for a series of attacks to a dozen or so cells, maybe one or two will have the guts to carry it through. Others, however, will know their support lifeline, if they needed it, might get cut off on that timetable whether or not they go active against their targets. For example, if they are being financially supported by the ISIS aligned Imams who in turn are collecting Jihadi taxes to support them, they will be told that it cuts off on such and such a date, that they better be either on their way to paradise or on their way back to the Daesh controlled territories after a newsworthy event, because after that date, the financial support is cut. Now if it is a self supporting cell, like they were sent here with money and set up a business, they may tell their superiors to fuck off, or maybe even snitch them (which has happened with Al Queda cells). Supposedly, the ISIS people have figured ways to prevent that.
