The repugnant party could have defunded it from the very beginning but they chose not to. They knew that once a gov. program is in place it's next to impossible to eliminate it because the people who think they benefit would burn the country to the ground...and they would loose their cushy DC jobs.
Just look at the uproar when Bush talked about privatizing socialist security and allowing people to opt out. Those who 'benefit' from SS were ready to go to arms.
