It suggests that information isn’t being collected about residents, and these “ambassadors” are just answering questions and providing information, but the instructions repeatedly emphasize documenting vaccination status and willingness to vaccinate. Furthermore, the table shows the “ambassadors” will be documenting that as well as the address and contact information of those contacted, in addition to other information. I also note that the standard response to questions about when the “vaccine clinic” is to occur is to deflect. Could be OPSEC.
