They did. You're probably not old enough to remember the Bay of Pigs invasion, but it didn't go well. When Admiral Arleigh Burke (a
real WWII naval hero, not a fake one like Kennedy) asked Kennedy for just two aircraft to provide close air support, Kennedy refused, dooming the invaders.
Admiral Burke later wrote it was the only time in his life he was ashamed to be an American.
