Buy one of those heavy plastic foot lockers. Buy a case of MRE's Look over the Level 1 and 2 gear list from the NMS. Tailor it to fit your situation. Concentrate on survival supplies and load bearing gear that will enable you to E and E. Don't worry about cammo. Since you're in a urban environment, use street clothes that will enable you to blend in. Pack the survival gear in a BOB and store this equipment in the foot locker so it will be ready to go. Next add a rifle and handgun...plus 500 rounds for the rifle and 100 for the handgun. Come up with a viable Evacuation Plan that includes a couple of Safe Houses. Create and implement an Emergency Communications Plan, so that you can maintain contact with trusted friends, family and team members during and emergency. This should include a Phone Tree and some type of radio gear such as 2 meter VHF.
