Same could be said of some groups calling themselves militia-depends on who gets killed and whose doing the describing.

Like I said, they could just be desperate or they could be mobile version of militia. If they're not obviously raping children and eating babies then find out what they're about. They can be persuaded to talk with a show of force.

Like it or not such situations are going to require some kind of flexibility.
