Cuba is not on my list of places however:
1) They probably won't get extradited from Cuba
2) The parents aren't in jail
3) Their family is together
4) The parents probably can get work
5) The weather is not terrible
6) There is trade and tourism with many other countries
7) They could sail there whereas other options might be more dangerous and with extradition challenges
