"WMD" is just another type of munition. Gas rockets were popular wares on the international arms market at one time, before precision guided munitions became the "in thing". Internationally banning one and not the other on "humanitarian terms" is a bit hypocritical when your country happens to be in the business of manufacturing, selling and deploying one and not the other. The real questions involve intentional targeting of noncombatants, and it appears everyone involved in that conflict is entirely guilty as charged on that note.
