Being a free market anarchist, you can pretty much guess what my solution would be. Put the lands up for auction, and let the free market sort it all out.

If timber companies want to log trees, they can either buy the land outright, or buy the timber rights from whoever buys it. If ranchers want to graze their cattle, they can buy the land outright, or make a deal for grazing rights from the new owners. And if some environmental group wants to set up a tortoise sanctuary, they can pony up the money to do so.

The result will be that the resources will be put to their best, most productive uses. Free markets do wonderful things.
