Extensive use of P25 and FHSS is expected. Real Frequency Hopping Spread Spectrum. Police scanners with P25 capability and RTL-SDRs will be necessary.
Anything in the ground band of 30-99MHz will be SINCGARS based frequency hopping and encrypted. You would have to be within 100 meters of the PRC-126/128 to pick up anything from those radios.
