The original plan was to divide the protesters in half. One half was to meet some of the locals in Burns and everyone would head out in a large convoy with many vehicles. A couple of vehicles were to be out front to warn the rest if there was any danger ahead.

Mark McConnel who had only "been there a couple of days" aggressively argued against this plan.

He said all they needed was Lavoys truck and his jeep. He also pushed them to leave early before the locals in town were ready. Some of these locals were stopped out on the road by LE and ordered to turn back.
