The Government there has a lot to live down since their behavior in the aftermath of Katrina and I am guessing they just don't want anybody stealing their thunder, but sabotaging or restricting what they see as rival relief efforts is going to just make them look bad. I get the part where they want to protect some food safety issues or not want some liabilities on the Red Cross for serving potentially hazardous stuff, but there gets to be a point when it does not make sense.

One of the things I notice about the South in general is their local government organizations are not very visible in social media in ways that allow two way public interaction. Like when they do videos of their enforcement activities, the officials are usually anonymous and comments are disabled in the articles and videos. When their behavior does make it out on video, people are shocked that American authorities would even think that way let alone behave like that.
