Hezbollah is active in California. It got a bit convoluted when they were facilitating the export of Armenian Christian gang members a few years ago in order to help the Assad regime fight against ISIS aligned forces in Aleppo.

Hezbollah can and will engage in sophisticated diplomacy and while they technically don't run a country of their own, they are more powerful than any number of small national governments which represent a comparable size of population.
