"Citizens who wish to use firearms should join the military or law enforcement! Ordinary citizens don't need guns, as their having guns doesn't serve the country!"

Then, when it becomes popular, we can point out that the quote is a slightly paraphrased statement by Heinrich Himmler, head of the Nazi Gestapo.
