If you use unit numbers instead of names and use innocent sounding code words on the business frequencies you will have little chance of getting caught. Just never cause willful interference.
I miss Steve Anderson's (Kentucky State Militia) unlicensed shortwave transmissions. He used to the say, "this is the 1st Amendment radio station protected by the 2nd Amendment." And his signal was better than WWCR's.
