Or cartels using radios to coordinate border crossings… send a whole group of “migrants” across the border at the same time to bog down border patrols, then once the authorities are occupied, they communicate to the mules that are free to rush the border in a separate sector knowing that the coast is clear. They have spotters watching and they are free to rush as much drugs, arms, terrorists as possible till the spotter radios that border patrol is coming back.
